The program combines strategic reimbursement opportunities with ongoing support to help entrepreneurs and small businesses make meaningful investments in their future. Our goal is to help businesses make thoughtful investments that strengthen their operations, create new opportunities, and contribute to a stronger Pulaski County. The program offers three investment opportunities designed to support businesses at different stages.

  • Build provides up to $1,500 for businesses in their first three years investing in essential equipment, technology, and operational resources.

  • Reach reimburses approved marketing and branding expenses, up to $500, helping businesses strengthen their brand and connect with new customers.

  • Grow provides up to $3,000 for established businesses making significant investments that increase capacity and create measurable economic impact, such as facility expansions, additional square footage, major equipment purchases, or job creation.

Every project begins with a conversation. Before applying, review the full program guide. Businesses must meet with Small Business Solutions to discuss their project, determine the best investment opportunity, and develop a customized Success Plan. Applicants should have a clearly defined project, a realistic budget, measurable goals, and the financial ability to complete the project before requesting reimbursement.

To be eligible, businesses must be located in, or actively preparing to locate in, Pulaski County and remain in good standing with all applicable federal, state, County, and Town requirements, including licensing, taxes, zoning, permits, and inspections. Because Build. Reach. Grow. is a reimbursement initiative, projects must be approved before purchases are made, and at least 50% of all projects must be funded by the business. Businesses are responsible for maintaining all written records.

Before You Apply

Build. Reach. Grow. accepts applications during two competitive investment rounds each year.

Spring Round: Applications open in January, close in March, and awards are announced in April.

Fall Round: Applications open in July, close in September, and awards are announced in October.

Applications are reviewed by Pulaski County Small Business Solutions for eligibility, project readiness, anticipated business impact, and alignment with program goals. Funding recommendations are presented to the Pulaski County Economic Development Authority for final consideration. Because funding is limited, not every eligible application will receive an award.

Investment Timeline

Applications may be submitted from Monday, July 27 until Friday, September 18.
